Screwing up is doing this once, but this is the second time he's screwed up petitions. That's being completely incompetent.

By the way, do you really think it's okay that he doesn't live in the district and doesn't plan to move there? You can't expect much representation from an outsourced representative... or is putting another 'D' into Congress all that matters?
